Introduction

In December of 1996, the Board of Directors of the National Capital Section of the American Society of Civil Engineers appointed a Strategic Planning Committee. The Board felt it necessary to evaluate the organizational and operational structure of the Section in response to a rapidly changing professional and technical environment. The relocation of ASCE National Headquarters to the jurisdiction of the National Capital Section was also seen as a potential impact to the traditional workings of the Section.

The Strategic Planning Committee consisted of six members representing the Section membership:

  • Frank Malits, Chair
  • Bernie Dennis
  • Mike Goode
  • Stephen Maher
  • Jay Padgett
  • Kim Parker


In addition to numerous internal meetings, the Committee obtained information from sources such as current Board members, representatives from ASCE=s National offices in both Reston, Virginia and Washington, D.C., and the general membership.

The following Strategic Plan was presented to and reviewed by the Board of Directors of the National Capital Section in the Spring of 1998, and was formally adopted by the Board on September 15, 1998.
