Join us for the May ASCE NCS Section Meeting in an exciting new lunchtime format featuring a three‑course seated meal with a plated entrée, with coffee, tea, and soft drinks included.

Over lunch, we will explore how procurement and project delivery strategies are shaping today’s tunnel and heavy infrastructure market.

As projects grow more complex and competition tightens, owners and delivery teams are reexamining how risk is allocated, how teams are selected, and how projects are brought to market.

The program will highlight current procurement trends in the U.S. and abroad, drawing on real‑world experience with Design‑Build, Progressive Design‑Build, CMAR, and P3 delivery models. Through practical insights and built project examples, attendees will gain a clearer understanding of how delivery strategy influences bidder participation, project execution, and overall project success on complex infrastructure programs.

About The Speaker

Steven Kramer, P.E., F.ASCE, Senior Vice President at COWI

Steven Kramer, PE, Fellow and Life Member of ASCE is a Senior Vice President at COWI. He has 40 years of experience in engineering firms serving the infrastructure industry. Steve led the design, management and construction of over 75 underground projects around the globe with construction values up to $2 billion.

A frequent speaker and active participant at industry conferences and in technical societies, Kramer has published more than 90 technical and management papers. Kramer served as the 2023 President of the ASCE Utility Engineering and Surveying Institute (UESI). In recognition of his significant accomplishments and contributions to the industry, Kramer was named the recipient of the 2004 Trenchless Technology Person of the Year award, received a 2016 Engineering Alumni Achievement Award from Washington University in St. Louis, elected to the Moles in 2020 and inducted into the Trenchless Hall of Fame in 2023.

Welcome to the website of the National Capital Section of the American Society of Civil Engineers (ASCE), a professional society for civil engineers.  ASCE was founded in 1852, represents 130,000 members of the civil engineering professional worldwide, and is America's oldest national engineering society.

The National Capital Section was founded in 1916 and currently has more than 3,100 members.  The section is located in Region 2 (link to region 2: http://region2.asce.org/). The National Capital Section serves the District of Columbia; the counties of Montgomery and Prince Georges in Maryland, except College Park in Prince Georges County; the counties of Fairfax and Arlington, and City of Alexandria in Virginia. The National Capital Section's mission includes:
